The panel was suggesting the TMP is unambitious because the sustainable mode target is only 48%, when the Official Plan calls for 50%. The TMP does have a plan for 50% - the ultimate network. The problem is that it cannot afford the infrastructure to deliver that, hence the priority network - which it can afford - and which delivers 48%. Funding from other governments is necessary to meet Official Plan goals.
Surprised no mention was made of the disappearance (finally!) of at least one part of the Alta Vista Transportation Corridor boondoggle from the Transportation Master Plan!
